The period of prohibited application of manure and other fertilisers ends next week in all but four counties of the Republic of Ireland. All contractors and those applying digestate must use Low Emittance Manure Application (LESSE) equipment, this applies to all operations with more than 200 livestock units. Although holes and wet parts of fields and pens do not allow manure to be applied with a tractor and tank, hiring a contractor with an umbilical cord system may be a more viable option for extracting manure, reducing compaction on land. Any farm that exports manure, chicken bedding or manure to another farm must submit this information online to the Northern Ireland Environment Agency. Depending on where you live in the country, the opening dates are from January to September and usually the curfew is October/November. December is the month when manure is banned throughout the country. The aim is to make nitrates available to plants in the spring and to protect groundwater and surface water, including drinking water. The regulation prohibits such application at any time of the year when the ground is frozen, soaked or heavy rains are forecast. The manure application ban begins on Saturday, October 8. Is it legal or can I complain to the Council? The Good Agricultural Practice for Water Protection Regulations 2022 (S.I. 113 of 2022, as amended) give legal effect to the Nitrates Directive and the Irish Nitrates Action Programme in Ireland. In all three zones, the manure application prohibition period entered into force on 15 September 2021 and on 1 November 2021 for agricultural manure on 1 November 2021. Many contractors use the umbilical cord (pipe) system to pump manure from the yard to the tractor-mounted unit. This system poses a particularly high risk to water quality if misused, as it allows manure to be applied when a slurry tanker has not been able to go ashore due to soil conditions. Although this system reduces soil compaction, it should not be used on saturated soils as it would pose a risk to local water quality. The regulation also prohibits the application of manure at any time of the year, when the ground is frozen or soaked, or when heavy rains are expected to prevent manure from flowing into the water. Starting in 2022, it is proposed that all manure be applied by September 30, and September 15 will become the deadline in 2023 and subsequent years.
